朝鲜方面很积极地推进这笔交易，甚至派遣高级官员前往北京与James、Mole会面，交易似乎在北京取得了重要的阶段性突破。但由于联合国对朝鲜的严格制裁，任何有关外汇的资金流动都受到限制，于是Alejandro想出一个“三角贸易”的小妙招：即约旦商人安排黑船运石油到朝鲜、朝鲜方面把军火资源交给James，James在乌干达的岛上生产并组装军火，卖出后将钱支付给约旦石油商人。最后朝方与James、Mole在丹麦会面，最后敲定了协议的细节并完成签字。
